Whistle/Howl at highway cruise

I am getting a loud whistle/howl at highway speeds, usually around 1600-2100 RPM. It is not there while the clutch is in at any rpm, and the sound changes as I press the pedal. I pulled off the air filter hose, the turbo doesn't seem to have any play and spins freely, boots seem to be ok, but it just started and has me worried.

Happens more when truck is warmed up and is quite loud and annoying at times.

Looks like I am lucky, the PS lid was cracked and has been leaking oil, and gaining water. Fuild got too low. Bought a new cap, filling the fluid up as it gets back to normal. This weekend I am going to do a getto fluid swap with a baster and driving it around till the stuff looks normal.
