hard startin stroker

I have and 00 F-250 that wont start when it is very cold! Batteries are brand new, pulled the driver side of the glow plugs out and they were all good, injectors all buzz tested good. It will start when it is 30 degrees and above it wont start easy but it will start.

It will start when plugged in, but not when its super cold. Im guessing the gpr is good because if it was bad the truck would not start at all.

definetly check the glow plug relay, the contacts may be on there way out, and not flowing enough amps to start when its below 30, but may have enough to start when above.
