New turbo won't spool

Just had a new Garrett GTP38R ball bearing turbo installed but it won't spool. Any ideas why that would be?

I would check the intercooler boots and the ypipe boots make sure they are on im guessing what you mean is it won't build boost.

What I mean is that you can't hear the turbo spinning up front or through the exhaust.

Have you checked your battery connections? The new turbo you installed might not be grounding properly.
