hard start

my 03 7.3 has a reman starter from napa in it. I bought truck like that and check the flywheel teeth and they all look fine. But it seems like alot of thumpin or some weird noise i cant describe it but it sounds like the starter doesnt have enough balls to trun the engine over, afterall a 7.3 has 17.5 compression ratio so has anyone had this issue with a junk starter.
