question on oil temp sensor??? hard cold starts

hey guys im new to the site. found out about it by searching for correct amp draw on the glow plug solenoid. im noticing a lot of post about problems with cold starts. at first i thought that maybe my block heater wasnt working properly. that all tested out good. next i was thinking maybe glow plug solenoid. what is the right way to check amp draw on these things and what is a normal range?? does the oil temp sensor have anything to do with the amount of time the glow plugs stay on? i ask because im thinking maybe that is bad because my quadzilla monitor is constantly reading 223 degrees on the oil temp. Id really appreciate any info or advice any of you guys can give me. thanks alot
