rust in filter housing?

Changed my fuel filter on my 99 i just bought yest after i finally got the lid off the filter had rust on it and there were rust particles down inside the housing . i cleand it all out good replaced the filter and lid. has anyone else ever ran into this? a friend of mine thats a mechanic at ford said they are starting to see this pretty regular on the older 7.3s

my excursion had that the first time I changed filter. It had water in the bottom of the housing and the rust was on the bottom metal section of the filter. Change those filters and drain the housings and that issue never came back.
