On an 01 model you can test the HPOP by blocking off one high pressure oil line and hooking a 4000 psi gauge to the other line. IT's harder on a 99-up truck because the high pressure oil lines are quick connect so you have to get the ROtunda adapters or take the fitting out of the oil rail and get some fittings to plug it off. Crank it over for 5 secs and it should hit 3500 psi if your pump and IPR valve are working correctly. Injector O-rings will cause a no-start as well but without an ICP reading from a scanner you can't be sure it's a high pressure oil issue.
