low boost,no power

02 f250 7.3 international. sometimes it will run fine but most of the time it gets low boost and no power. it seems like an exhaust or boost leak but i have already ruled that out. i hooked up an obd 2 scanner and it wasnt picking up the truck, i tried multiple scanners and none of them work. i will be at 2 thousand rpm put the pedal down and nothing happens. its like it only wants to give the truck a minimal amount of fuel. and by the way the check engine light is on.

What ended up being the problem?

If the CEL light is on you have stored codes, you need to have them read buy a proper scan tool. A OBDII scan tool will not read our trucks.
