Starter Running with motor

Hi posted a thread little while back, having problems get engine started, well did turn out just to be the starter.The 1995 psd has the 5 speed manuel trans, when you turn the engine over you can hear the starter running with the motor. Specially when you shut off the motor you hear the whining of the starter, did not have the motor going for a long time like 10 sec's because burn it up, and had a suspicion that this was going on. So the starter should be fine, be what would be causes this to happen.
