Missire and surging - codes pulled

Surging and missfire in low rpm's especially bad when the motor is loaded. Worse than normal running is noticeable everywhere. DieselDan thankfully helped me out and we chased some codes and ran a a cont. and buzz test. Buzz test check out good, contribution showed a problem with 1, 2 & 8. Also showing a soft code for CPS so we switched sensors and same result. Both grey CPS's and the one i had in there was just replaced by ford. Also getting a ICP soft code thrown for low or high voltage. Ran the truck w/o the ICP (more accidental than anything) and same running condition. Any input would be greatly appreciated. Most likely going to put in a new ICP, even thought one was put in about 20,000 miles ago .... supposedly (before i bought the truck).
