Need help with fuel leak

When the engine is running, fuel leaks from the fuel/water separator tube. From what I have read on some threads is that some o rings in the bowl need replaced. Can I do this myself? and why do I keep getting shocked by the glow plug wires when I open the fuel/water separator line. Im no mechanic but I dont remember it doing that before.
Thanks for your help.

Deanna
