I'm having the same problem. It's like under slight acceleration it decides to jump in power/acceleration whenever it wants. I have a new icp sensor as well. any ideas or if you found the culprit please let me know as i will do the same.

Same issue on my 2001 PSD.

Started last summer. On a long trip the truck started surging while at light load. WOT was fine. Got stranded out of State. I found that it had used 3qts of oil in ~2K miles while on the trip. The truck NEVER uses oil in day to day driving.

Truck had an Edge W/Juice on it.
Swapped out the TPS, CPS, ICP, tightened all the pins on those sensors & drove home.

Issue has been random (but not as severe) ever since.
6 weeks ago driving through the Nevada Desert it happened again. Used 1qt of oil too.

Weird thing is it's perfect when cold. & It'll drive forever if you never shut off the truck. Shut her down for 15+minutes, then fire her back up & it'll have the surging problem at light load cruising.

Things I've replaced:
Returned programming to STOCK (seems to minimize the issue)
CPS
TPS
IPR & wiring
ICP & wiring
Oil temp sensor
ECT sensor
Batteries/Alternator
Fuel pump

It's now developed a slightly rough idle when it's warmed up. When the motor is cold, she purrs smooth. Once warm, she's got a slight miss.

Took the truck to the local Diesel shop today.
Buzz test seemed normal.
They hooked up a manual injector isolator to shut off each injector (contribution test). Test wasn't working right, then the truck died. Killed the IDM. New IDM & the problem is still there.

I'm at my wits end.
I'm about to yank the valve covers & swap Injector O-rings, Gaskets, Wiring harness & while I'm in there Glow Plugs.

Same here, I was about to put up a new post but decided to do a search first and I found this thread........................PLEASE somebody has to have figured this problem out already?????

Powerstroke.org to the rescue???? LOL

For mine it seems to be worse in the afternoon after sitting at work allday and its hot down here in florida.
It also seems to be a little down on power and also takes alot of throttle to get it going from a stop. And once going it will do as you guys are saying, it will surge a couple hunderd RPM's under a light load and about half throttle.
