Angry Exhaust backpressure valve.

Can anyone tell me which position the valve should be in when it is open, meaning when the exhaust is free flowing. The rod on mine is pulled in, does this mean the flapper is open or closed blocking exhaust?Any photos would greatly be appreciated. My motor is stock, no mods and is way down on power compared to my 99 f 250. I just had the codes read and it shows glow plug control module and Map sensor. Just wondering if this is all related to the EBPV.
