Thumbs up Oily grime residue in air box

Hello, I am new to this site, its great. I just purchased a 2000 excursion 4 wheel drive 7.3 and was performing some preventative maintenance and discovered that the air filter box was an oily grimy mess below the line of the actual filter element, or in other words the lower half of the air box, any suggestions, i have cleaned the breather assembly on the valve cover, it realy was not that dirty. The vehicle has 107K and is stock. Also, it seems to lack power and has a hissing noise in the exhaust, could the oil buildup be related to an EBPV problem? How can i check to make sure its not stuck in closed position, which way is the actuater arm supposed to be pointing, does anyone have photos?

welcome to the site, your oily film and grime could be from the previous owner not cleaning the air box when he switched the filter out. Or could be excessive blow by. The ebpv could be causing this. I am sure some one will be along to help you out better then me. As I have not seen this or dealt with it yet.
