Parking Brake/Emergency Brake Not Working

We have a 99 350 that is modified to transport trailers on a 26' flat bed. The frame was stretched and the flatbed built onto that. The Emergency Brake had not been working for some time now and we finally got busted by DOT for it and we gotta fix it. When the frame was stretched, the cable was lengthened and never had an adjuster put onto it. I cut the cable and put a turnbuckle in there and it made the pedal so it would only go down half way. The problem ensues that the brakes are still not catching. Any ideas? Is there and adjustment on them?

Ah yes, now that I have it apart I can see the star adjuster.. (>.<) Thanks for the info.
