lock out hubs

i'm sure this question has come up before but here goes...on my 99' s.d., the front factory lock outs are almost impossible to turn. i have tried to oil them but nothing changes. Does somebody make an after market kit to fix this? How about an auto kit like my 95' has? Thanks for any help!
