Help No dash or Throttle

I need help with my 7.3 work truck again. No chip on nothing its stock all the way.

Ran fine all day at the job. Came back next day and started it. And the frist thing I see. No dash. The raido works interior light works. But no gague cluster. Only the alternator light and some other green light on the left are on before i start it.Start it and they go out like there supposed to. When it start I have no throttle. wait 1 or 2 min and the chimer chimes once and the the throttle works until the next time you shut it off and then it happens all over again.
Oh the dash never does come on.

I check all the fuses and the 2 diodes under the hood and all the fuses in the cab.

So what gives? is the a module for it some were or a relay. I don't know what relay is what. I can't fine the owner mamual.

Oh yeah its a 2002 F350 7.3 4R100 cab chassis. It not a pickup.
