Relay #2 ticking

I have 97 F-250 and when I turn the ignition switch on the check engine light & wait to start light blinks w/ a tick under the hood. The tick is coming from relay #2(IDM relay). It has been doing this for around a year. Also, when going down the road, the check engine will come on & the engine boogs down. Turn the switch off and back on, light goes out. Any ideas. Thanks.

my 99 did that on and off...i cant remember if it was a short somewhere..........hmmm i wish i could remember what it was man.....sorry bud if i remember what it is ill tell ya haha
