Odd high pitch sound

My 97 Manual CCSB makes this crazy high pitch sound out of the exhaust when set on high idle or is cold. It gets super loud in the winter here in Nevada. Also when cold if we don't let it warm up for 20-30 mins. It is gutless and I can't keep RPMS up to get out of second gear? Is it the turbo? or is this common? I also have a 96 CCLB automatic that does it only during the winter and only did it after I straight piped it. I have never noticed this sound in any other OBS I've been around so its really bothering me.

Sounds like your exhaust backpressure valve is not opening properly.

That could either be the valve failing, or an engine temp sensor not reading properly. Grab a scan tool or bluetooth OBD2 adapter, make sure the EOT (Engine Oil Temperature) is rising sanely. There's no coolant temp input to the ECU, so don't be surprised when it reads -40.

If the ECU is properly reading the engine temp, then go poking at the valve & see if it's stuck.
