95 will only start if plugged in.....

A guy that works for my dad has a 95 7.3 with 56k on it completely bone stock and the truck will only start if it has been plugged in if it sits for longer then a couple hours.... I am not very familiar with the 7.3 motor I recently just got my 7.3 so I am learning ...... I was thinking glow plugs but is there a possiblity that there may be a sensor or relay thats bad? instead of tearing into it to check the glow plugs?

where is the glow plug relay located? difficult to change?

i know on the obs it is to the left of the fuel filter housing its about a 5 minute job. it pretty much looks just like the starter relay that is on the passenger inner fender
