elec. problem

Drove my 97 dually to work before dawn yesterday morning and the headlights would turn off with the switch and tail lights went out but the cab lights and fender lights stayed on,so I pulled the number 4 fuse to keep from running the battieries down,thought it was the switch so I replaced it yesterday and put the fuse back in and everything worked.Well the same thing happened this morning Anyone have any ideas?

What's strange is everything works fine with the fuse out,but I can't tow a trailer ,no power to the plug.
