95 7.3l block heater

When we plugged in our 2000 powerstroke the block heater would click, but when we plugged in our 95 7.3 it does not. We tested it and it says its hot but shouldn't it be clicking.

Some of them make a "sizzling" noise, some don't make any noise at all. Best way to tell if it's working is with an plug-in power meter like a "Kill-a-Watt". Or if the power company meter on your line is the old-school analog one, you can watch the little turning disc when you plug it in, see if it speeds way up.
