What is happening?!!??

For the life of me I can't figure out what is happening with my truck. Only does it when it is really cold and around 1000-1600 rpm. Driving or sitting I can make it do it till the truck gets good and warm. It puts a load on engine then will come out of it with more throttle. I have a video of it but can't figure out how to load to here. Any ideas?

If I could figure out how to load the video I'm sure someone would know. It's hard to explain.

Sounds to me like the exhaust back pressure valve is working as it should. It is closing to help the engine warm up, acting like there's a "load". You'll hear a "woosh" sound. If you give it enough foot-feed, it'll open up , and run more like normal.

That's got to be it. It only started doing it the worst after I put my 5 inch out the side. Is there something I can do to help it. It seems excessive to me. I've had 6 diesels and never experienced this much.
