ICP pressure should be approx 600 psi at idle....700-2800 driving down the road depending on throttle position....minimum 1 volt signal at idle.....with up to three volts if i remember right at wide open....

I would expect IPR duty cycle to be about 7% at idle and up to 75% going down the road...again depending on throttle

when it is acting crazy the psi at idle will go as high as 2000 and the volt will go as high as 2.96 duty cycle will stay around 13 when it idles right about .96v and about 598psi but duty cycle stay about 13
when you get on the pedal it will go up from there

try rapping on the IPR with something, as hard as you can without denting it. If that doesnt work, try disconnecting the ICP and running it....
