97 7.3 will not start.

Where to start... This 1997 7.3 has done this to me once before and I replaced the CPS, fuel filter, and batteries. It still wouldn't start. I ended up taking it to a dealer in town because I am pretty ignorant when it comes to diesel mechanics. The guy told me all he did was take the PCM out and put a rebuilt one in there and it fired right up. Then he put the origianl one back in and it seemed to work fine. Some tell me that it is just like putting a band aide one the actual problem turns out they are right. It is doing the same thing now. It just cranks and cranks and will never fire up. The WTS light comes on along with a fuel pump and engine temp while cranking. There is movement in the tach. All the fuses still look good, CPS is still pretty new since the first episode. I have noticed the fuel bowl doesnt refill itself when i crank the engine and I think it might be a fuel supply problem. But is this just a fuel pump problem or is it the PCM's malfunctioning? Please help all advice is welcome.

i think you got it with fuel pump,pull off feed line to pump,put finger over inlet on pump,have someone crank it over a few times,should feel good suction,that was the procedure i did on mine,before heading to duel tank setup

Have you check the high pressure oil pump? Take the fill plug out and make sure there is oil in it. If you can get a good scanner hook it up and see what ur injector oil pressure is during the start up it should be a least 400-500 psi just to crank the truck.
