CAN SOMEBODY PLEASE TELL ME WHAT WOULD BE CAUSING THIS LIGHT TO CONSTANTLY STAY ON ALL THE TIME PLEASE HELP

Could be an internal short in the glow plug relay, shorting the coil circuit to the contact circuit.

Try this - figure out which "big" terminal on the relay is the one that's always energized, and disconnect it from the relay. COVER that terminal on the end of the wire, since it's HOT, you don't want it touching a ground. Now turn the key to RUN, and see if the WTS light goes on and then goes off after 10 or so seconds like it's supposed to.
