94 F350 Limp Mode!

My truck is a 1994 F350 dually with the 7.3 I can't get it over 40mph, and I'm not entirely sure why, I was told it was probably the timer, how do I get to that and test it, and how much might it cost to take the truck to a mechanic and just have it done professionally?

Sorry, I've been in and out of your thread thinking and thinking about this. All I've got is you have a short or open in your CPS system. Unplug the CPS and move the harness to where you can test it easier. Unbolt the main harness from the PCM and locate pin 49 (Drk Grn) and 65 (Lt Blue). With a meter set to Ohms scale test for shorting to the block at both ends and then test for resistance from end to end. That's all I've got right now.
