WON'T START!!!

I have a 97 350 and when I turn the key the wait to start light goes on then switches to the check engine light and starts clicking. It will keep switches itself back and forth between the wait to start and check enige lights. I was able to trace the clicking to the Injection Drive Module Relay but I'm lost on what to check or do next. I'm not sure if I should be looking at the electical of the fuel system or if the fuel system is just turning on and off because of a possible short in the glow plug system. Any thoughts would be much appreciated.

with a 97 model the fuel system doesnt even come into play with anything electrical , its a manual pump, need to check for loose connections
