97 7.3L Powerstroke: Sluggish, after getting off the freeway...

I thought this problem would be resolved with the latest repair, but still remains.

After traveling down the freeway and getting off the exit ramp, my truck is real sluggish unless I mash the accelerator. It only seems to do this after decelerating from a high rate of speed, and it has done this ever since I replaced the lift pump a year ago, thought it might be related to the latest problem, but now that I have replaced the CPS, another lift pump and finally the ECC to reslolve the no-start, the sluggishness still plagues the beast.
