I may have found the culprit

I was making my way to the IPR to repair it and I found this.

The wires to the IPR are exposed along with the wires to the fuel bowl. I think this may have something to do with the no start I'm getting. Looking for some opinions. It's on a 97 Ford 7.3 shuttle bus.

Its not an unheard of problem. The problem is I don't think that harness is available from Ford anymore, I'm not even sure if you can get a repair pigtail harness with a new connector.
