slow to power up

Ok,I just acquired a 96 f-350 with a 7.3 and a 5 spd , I understand that because of the HPOP injection that the motor will be a bit sluggish until it reaches operating temp but I think something else is wrong. It was 70 degrees this morning,I let the truck run for 15 min then drove another 15 at 45mph before it warmed up ,it runs great after that but this is not normal, any ideas ? Thanks

What is not normal:
1. Hard starting? Run glow plugs for 30 seconds. Should start within 4 seconds
2. Low power cold engine? Could be faulty Exhaust Back Pressure Valve, servo or sensor.
Unplug the 2 wire connector near the turbo on drivers side, to disable it.
3. No cab heat? Takes 30 to 45 minutes driving to get 190F
4. Low temperature reading on dash? Normal on OBS
