95 350 braking issues

I got a 95 model f350 with 7.3. When stopping it does fine for a few seconds then the pedal gets rock hard and becomes difficult to stop. I also notice the air stops blowing out of the vents on the dash when the pedal gets hard, so its vacum prob. More than likely. I installed a new brake booster last year and it worked for a short time then I installed a new vacuum pump and it worked for a while and now its back to the same thing. Any ideas?

Check all the lines, The line from the pump to the small distribution block. Then every line after that
