it is thte exhaust back pressure valve, it is right after the exhaust housing on the turbo and it closes when the engine is cold to warm it up faster. if it is staying on to long, the tube going to the exhaust back pressure sensor may be clogged with soot. It is near the passenger side exhaust manifold and goes up to the front of the motor and looks like a brake line. you can also simply unplug the valve under the compressor wheel of the turbo.
