Question wait to start light is low, any body knows why?

Hi. first of all thanks for this great forum to exchange info about power stroke's
I own a f-250 1996 that lately has the wait to start light some times normal some times very low and some times blinks.
any advice or comments are welcome.

Fuel Bowl Heating Element

Could be a shorting fuel bowl heating element. Had similar symptoms back in the winter and it ended up being that. If it shorts, the engine will crank, but not start, and the WTS light won't turn on at all. The #22 fuse will blow in the power distributor box if it shorts. Just my $.02.
