Rear brakes.

I am having some problems with my back brakes. When the brakes are cold like when I leave for work every morning the brakes seem to lock up, not sure if its both rear but definetely the drivers rear. I am having some issues with the parking brake sticking. This is on the same side as the locking brake. The other side has no parking brake cable. Since it is a manual tranny I need to have at least one parking brake working.
After the brakes warm up the locking up goes away but that doesn't mean the problem goes away, obviously.

When my brakes get wet or damp after it raines and they sit like that for a while they get sticky and lock up when i hit the pedal. After driving for a few minutes it goes away. Maybe it could be that?
