Blue smoke, makeshift turbo seal

I just picked up a 1997 7.3 psd. 370000km
Very clean engine bay and motor. Cold air and exhaust already done. Cranks fast and starts right away. No white or black smoke but there's a clear blueish smoke especially when u get on the throttle. I looked at the turbo and it looks like they previous owner used a black gasket maker type deal on the turbo to seal it. Common sense tells that the silicon wouldn't hold up to the psi of the turbo and made it start burning oil. Any ideas? Anything I should look at ? Thanks

When I first bought my 97 way back the previous owner had also glued the compressor housing with black RTV which worked fine as my stock turbo delivered over 30 psi off pressure regularly. Is you engine using oil? I would check the oil level. Does it smoke at idle or just under hard throttle conditions?
