I have a new chip for my 96. Just bought a 99 tonight. Any body know if I can use the 96 chip in the 99?

YES you CAN use the chip. You just need to have it reflashed first. It will not work with the current programing but should be easily reflahsed to work in your truck as long as it's not super old.
