We do have Opacity here in Cali but it only for OTR tractors (diesels 98 and older are exempt). One inspector has a multi-leveled "grey card" and climbs to the top of the stack, the other inspector does a stab test. The first inspector matches the smoke coming from the pipe to the shade of grey on the card and that level tells the Opacity of the engines output. We have to do it every year at my family business. Done by the CHP. It's similar to what the SD have to do. OP the rule of thumb here in Cali is to get inspected on a breezy day as our light duty inspections are not the thickness of the exhaust but how long it hangs. The station inspector will tell us the same thing, to come back when it's breezy. Should work for you too. TW can burn an inspection tune too.
