Wheel spacers??

Ok I've been thinking bout puttin on 1" spacers behind my back rims and 1/2" spacers on the front rims.

I was wondering if it would be ok and safe if I were to just use heavy duty steel washers and just stack up 1" worth of washers behind the rear rims?? Would this work fer the front rims too?
