Brandon, you need to check for exhaust leaks between the exhaust manifolds and turbo. Completely stock engines/ no chip get 17-18 psi boost. I have the 1.0 housing and I am happy with it. Starts building boost at 1400 rpms and get 24 psi boost with intercooler and 27 psi before intercooler install.

Start looking for soot at all the exhaust and turbo connections Also check the o-ring between the intake Y and the turbo and the boots and clamps from intake Y to plenums.
