I was wondering if you guys new were to get a good flash tuner for my 95 ps? And is an intercooler really worth the dough? Or are there other options?

A good flash tuner? nope.
Good tunes? Yep.
Custom tunes by Swamps, BTS, Gearhead, Innovative, Tony Wildman, or PHP burnt onto a TS style 6pos chip. Only after an intake, free flowing exhaust, and gauges.
What are you gonna be doing with the truck?

An IC on an otherwise stock truck? Hell no. These trucks handle EGT's very well, so an IC would be one of the last things I'd do.

Right now I am finishing high school and have about 800 bucks to spend on the truck. I basically want to have just more power and economy out of it. And be able to race and beat my friends cars.

Well, intake will run ~$40 for the filter, and maybe another ~$15 for the clamp and exhaust piece.
Exhaust can be really cheap. Just have out the muffler and cat and either install some plain 3.5" pipe or get a Walker BTM just to be legal if you have to for around $70, plus install, etc.
You should get gauges. Minimum you need an EGT probe and gauge if you tune it. Price depends on what all you get.
You might can find a really good deal on a TS 6pos chip to send to someone to get reburnt. So maybe $150 for a chip, then anywhere from very little to a few hundred depending on whose tunes and how many you get.

I am still deciding on an exhaust. I want to get the banks gauge kit which has a egt and boost. Do you think that is Enough? I am going to get the banks trans command to help out my tranny with 200k+ on it.
