Is there any way to gain mpg with a 94 and if so what can be done not looking to do a.
Turbo kit

is it a powerstroke or an IDI? powerstrokes are DI turbo charged from International. whereas the IDI may or may not be turbo charged from IH

does it have a turbo? you said not looking to do a turbo kit, if there is no turbo its not even a powerstroke, but if in the case it is a powerstroke, the diy intake, down pipe and straight pipe is always good
