When I turn on the resistor it lopes about 4 times the the Rpms slowly climp and don't stop climbing until I turn the toggle off, please help I'm lost!!

i just wanted to hook it up to a switch and see what all the hpye is about. not trying to turn this into a race car. now im just curious why it doesnt change the idle on mine at all. even if it did work id never drive around with the thing always on.
