pcm problem

Ok. The other day i was putting a chip in a 95 powerstroke and i found out it doesnt work. Well like an idiot i pulled it out while the key was on. It wont start, all of the fuses are good, and the glowplugs are not cycling. We plugged a extra PCM and the pickup started. Is it just a code or is the PCM fried?
