Clock spring or what

I have heard the term clock spring, in the service manual it says if a specific test fails, replace the clock spring but tells nothing of how.
I have a ticking sound as i turn the wheel. I do not know where the clock spring is but, in reading posts, believe it to be under the horn pad. If this is the case, may not be my issue.,
Under the dash, looking at the steering column and there is an intermediate shaft with two plates. It appears to have a piece of wire that appears to be making the noise.
Can anyone tell me, what this little bugger is and why it is there?

1997 F-350 XLT Lariat Crewcab long box 4x4. Oxford white with an ugly green. 133xxx miles. Hide away goose neck, banks turbo, exhaust, inner cooler, intake filter and gauges.

our trucks dont have a clock spring only the 1/2 ton with air bags had them ours just uses a copper contact plate under the wheel

97 f250 4x4 ccsb
auto
typical exhaust /6637 intake/ chip
add a leaf leveling front
otherwise mostly stock

Thank you, that is good to know, now i just need to figure out and repair whatever is ticking.
