Won't start

97 f250. Sounded like the batteries were dead. It would just slightly turn over then nothing. Charged em and tried jumping but still wouldn't start. Took the batteries (3 years old) to auto zone thinking they were bad. They tested em and they said they were at 89%. Could it be the starter? It's only 2 years old.

Or the cables but yes sure can be. Have someone sit in the drivers seat and you get under the truck with a rubber mallet. Tell them to hold the key in start while you smack the starter with the mallet.
