1996 PSD oil pan issue (not the standard issue)

I have a 1996 powerstroke F250. At some point the previous owner just installed a block off plate where the dipstick once was. Any help on how to get a dipstick installed without pulling the engine?

Unrelated but what is a rough estimate on a engine rebuild if a shop does all work?

not sure on the dipstick, but a guy in Georgia that runs powerstrokehelp.com does is for a little over 5000. He uses uship, or drop off.

Can you uninstall the block off plate at all? There is a company that makes the "dipstick fix" which is a new part you put in and drop the old retainer ring in the bottom of the pan, and just need to get the tube and dipstick, should be easy enough
