7.3 No Start!

Hi guys im new here but not new to fords I have plenty of gas fords even a drag one I will show u guys one day but I wanna buy a diesel and I found this 1996 forsale that wont start.. the guy is a diesel technition even he cant start it here is whats been done by him.. harnass open and fixed all bad wires.. full fuel system fix even a new fuel bowl.. new IDR..new ipr valve.. remove o hpop pump and change o rings(sounds fishy) and changed the plugs on the valve cover with gasket.. and cheked cpr and stuff.. but the icp plug has oil on the connection.. and here is what I tried with it.. I put the ids on it and cheked icp pressure when crank it was zero even the disired was zero and when I unplugged it then the disired show the desired pressure.but the reading of icp was 0 I dunno if maybe the batteries where weak?. and codes (this is disturbing) bank 1 and 2 high side open. Then I cheked the pcm I put it on another truck it started right up.. I dont know what else to chek? He wants to trade me for an old f150 I have with an mustang engine I have for the truck.. it seams fair the prices are the similair range but I dont wanna get it and put have to tons of money in this thing.to get it running. what should I do? Where to start??? Its a 1996 f250 auto 4x4

Ok then. Try putting some oil in the hpop resivior. Fill it to the top and try starting it again

You need to get a scanner that can do a buzz test. Did he just replace the uvch's and the pig tails. If he used butt connectors on the pig tails it could not get a good signal and and it won't fire. What does harness open and wires fixed mean? 0 psi on icp when unplugged? Check the pig tail for the icp. Also check ipr pig tail.

I did do a buzz test it passed.wr heard all 8 injector buzz And it show codes for bank 1 and 2 high side open.. lenme chek on those connectors what he did and I will get back to you.. thanks!
