Turbo Question

Just wondering, my turbo is either really quiet or spools too slow. I can hear a low howl from it at 2,100 rpm, and it wont scream unless im at wot and more than 2,600 rpm and its very quiet. I would like it to spool sooner and be louder. What do i do?

First a intake of some kind, then a downpipe and git rid of the kitty and muff. Then you will hear some turbo music.
