Annoying intermittent ring at 1600rpms

It's been doing this for some time now but it's starting to get on my nerves now! Usually does it right when you hit the gas as well as anywhere from 1600 to 2000 rpms. It I'm pretty sure it's one of the pulleys or something? I replace the two idler pulleys as well as the vacuum pump. Can't figure out what the heck is making that ring??
